The tutorial can be seen through TIPS button on the bottom right corner of lobby in each mode and within the game. When you reach certain level, TIPS button automatically disappears.
The basic rule follows the real Blackjack rule. More information for the league can be seen through League info within the game, and tournament rules can be seen through RULES&PRIZES.
